The vision of education-oriented Cabaneans started the metamorphosis of the only private high school in Caba, the LA UNION STANDARD ACADEMY (LUSA) in 1948, a couple of years after World War II. The school was conceived as a fitting dream within the idealisms, love and concerns for the young who were left out because of the war. The only high schools then, were in Bacnotan, San Fernando, and Agoo where parents found it too difficult for their children to travel by a calesa or by foot. The school was realized through intellectual interactions between government officials led by then former Mayor Hon Diomedes T. Bautista and civic-oriented citizens of the community - Mr. & Mrs. Higinio Acayan, the first school director president (nee Felicidad Bautista) the first school Principal with Atty. Crisogono Bautista, the first chairman of the Board of Directors, with Mrs. Eusebia M. Bautista and Engr. Remedio L. Mangaser among others, the pioneers. Thus, the first secondary school in the municipality was given birth on February 14, 1948. The date manifested the LOVE of the pioneers in educating the youth in the town and nearby places.
![]() Where LUSA started With its humble beginnings, the school's operation started in the residential house of then, Alcalde-Mayor Fabian T. Bautista Sr. in the Poblacion as classrooms and offices armed with just nine (9) teachers to teach in the initial two-year curriculum levels (first and second year). There was an enrollment of 64 students, 38 for the first year and 26 for the second year. The first graduation exercise on April 30, 1951 was held at the town plaza and it was composed of 21 graduating led by Mr. Onofre Abasolo as valedictorian and Ms. Iluminada Quemerista as salutatorian. The first teachers were Mrs. Eusebia M. Bautista, Ms. Luvimin B. Acayan, Ms. Felicidad Aspiras, Mr. Guillermo Abenojar, Engr. Remedio L. Mangaser, Ms. Gabutan and Mr. Manuel Fonbuena (substitute). ![]() The Old LUSA, 1948-1958 As the curriculum years were added, enrollment also grew and additional teachers
were hired: Atty. Anacleto Aspiras; Mrs. Luz U. Ramos; Mrs. Trinidad L. Pineda and
Mr. Epifanio Balanag. The development of the school was then, inevitable, it needed
a wider space as enrollment kept on increasing.
